The recent amendments to Bill SB 71 create the Patients' Debt Collection Protection Act, which aims to protect low-income patients from aggressive medical debt collection practices. Key changes include requirements for healthcare facilities to check if patients qualify for financial assistance before attempting to collect debts. Additionally, it limits how certain judgments related to medical debts can be enforced and removes the ability for collection agencies to charge attorney fees in some cases. These changes are significant because they help ensure that vulnerable patients are not unfairly burdened by medical debts, promoting fairer treatment in healthcare financing.
