Plain-language change summary

The revised version of Bill SB 321 includes a new section committing the state to uphold the rights of bondholders, ensuring that it will not change the terms of their agreements until the bonds are fully paid off. This change emphasizes financial stability and reliability for those investing in county courthouse bonds. It matters because it helps build trust among investors, potentially leading to more funding for county projects related to courthouses and public buildings. Additional provisions regarding the issuance of bonds have also been removed, simplifying the language and possibly making the process more efficient.
