The amended version of Bill SB 8 now allows the state to create air quality and hazardous waste rules that are stricter than federal regulations, as long as it is demonstrated that these rules will better protect public health and the environment. It also reorganizes how ozone regulations are handled within the existing Air Quality Control Act. This change is significant because it gives New Mexico more control over its environmental standards, ensuring more rigorous protection for its residents and natural resources.
