Plain-language change summary

In the updated version of House Bill 220, the declaration of an emergency has been removed. This change is significant because it implies that the issues addressed by the bill, relating to hospital funding and bond issuance for skilled nursing and rehabilitation facilities, are no longer considered urgent. By eliminating the emergency clause, the bill may now follow a more standard legislative process rather than requiring immediate action.
