The amendments to SB 3 introduce a Small Business Recovery Loan Fund aimed at helping certain businesses affected by the COVID-19 pandemic. It establishes specific terms for these loans, which will need to be repaid, and mandates that a portion of the Severance Tax Permanent Fund be invested in loans to local governments that have seen a drop in revenue due to the pandemic. Additionally, it allows for increased investments in New Mexico private equity funds and businesses. These changes are significant as they provide financial support to small businesses and local governments during a challenging economic period.
