Plain-language change summary

The most significant change in the bill involves the added emphasis on the creation of tax credits for electric vehicles and electric vehicle charging units, as well as the imposition of an additional registration fee for electric and plug-in hybrid vehicles. This additional fee will be directed to the State Road Fund and local government road funds. These changes are important because they support the growth of electric vehicle infrastructure while also ensuring that electric vehicles contribute to road maintenance, addressing both environmental goals and the financial needs of transportation systems.
