The amendments to House Bill 362 clarify the language regarding where motor vehicles can be sold and who is allowed to sell them. Specifically, the bill now emphasizes that only vehicle owners or licensed dealers can sell a vehicle, ensuring more accountability and safety in transactions. This change matters because it aims to reduce fraud and illegal sales, protecting consumers and maintaining regulatory standards in the motor vehicle market.
