Plain-language change summary

The revised bill HB 374 includes additional requirements for entities applying to appropriate underground water to ensure that their plans are more specific and reliable. Applicants must now provide a detailed plan for water delivery and evidence of a firm contract for the purchase of that water. This change is significant as it aims to improve water management by ensuring that only well-prepared applications are approved, which can help prevent future water shortages and conflicts.
