Plain-language change summary

The updated version of Bill SB 671 includes a provision that allocates an additional one-half percent from the state's permanent school fund specifically for pre-kindergarten programs. This change aims to enhance children's readiness for elementary school by funding early childhood education through relevant state departments. However, this extra funding can only happen if the school fund's value exceeds a specified threshold, ensuring fiscal responsibility. Additionally, the bill's effective date relies on the approval of a constitutional amendment by voters, making it contingent on public support.
