Plain-language change summary

The amended version of HB 403 clarifies that the provisions related to wage increases will now be tied specifically to the Minimum Wage Act, rather than the broader Procurement Code. This means that any public contracts must ensure that contractors and subcontractors are not negatively impacted by increases in the state minimum wage and that workers earning the minimum wage will automatically receive raises when the state minimum wage increases. This change is significant as it directly protects workers' earnings and ensures that public contracts align with state wage policies, supporting fair labor practices.
