The updated version of HB 3 introduces new definitions regarding how various types of funding for the Department of Transportation are categorized. Notably, the definition of "other state funds" has been expanded to include specific categories of unspent balances and revenues that are not tied to federal funding or the general fund. These changes are important because they clarify the sources of funding that the Department can utilize, potentially leading to more efficient use of state resources for transportation projects.
