Plain-language change summary

The changes to House Bill 24 include the removal of a provision that increased the fines for motorists who illegally pass stopped school buses. Instead, the revised bill focuses on requiring monitoring equipment on school buses to record these violations and mandates a sign on the back of the buses that indicates the penalties for passing them when they are stopped. This shift is significant as it emphasizes deterrence through monitoring and public awareness, rather than solely increasing penalties, potentially making school bus safety more effective.
