Plain-language change summary

The recent change in SB 314 allows New Mexico State University to establish a campus in San Luis Potosi, Mexico. Importantly, the university cannot use state funds for building or operating this campus, ensuring that taxpayer dollars are not at risk. Additionally, any contracts related to the campus will be resolved through international arbitration or local courts, which can help avoid lengthy legal disputes. This change could provide new educational opportunities while protecting state resources.
