The recent amendments to Bill SB 88 shift the responsibility for procurement functions from the Department of Finance and Administration to the General Services Department. This change aims to improve transparency in public contracts by requiring all state agencies to report annually on contracts awarded to both in-state and out-of-state contractors. Additionally, the bill clarifies rules regarding emergency procurements and adds requirements for public notice on sole source contracts. These updates are important as they may lead to better oversight and promote local businesses by providing insight into where public funds are being spent.
