The amendments to Bill HB 5 include several important changes aimed at improving public education funding and resources in New Mexico. Notably, the definition of "school-age person" has been updated, and there has been a shift from the K-3 PLUS program to making K-5 PLUS an ongoing program, ensuring continued support for early childhood education. Additionally, the bill now includes provisions for performance-based budgeting and the creation of a rural population rate to better account for students in rural areas. These changes are significant as they aim to provide more tailored funding and support to schools, particularly in underserved regions, ultimately enhancing educational outcomes for all students.
