Plain-language change summary

The updated version of Bill HB 364 introduces the "Restricted Housing Act" which establishes specific definitions and regulations regarding "restricted housing" in correctional facilities. Notably, it defines restricted housing as a form of confinement where inmates are locked in their cells for 22 hours or more each day without meaningful human interaction. This change is significant as it aims to provide clearer guidelines on how long inmates can be kept in isolation, potentially improving their mental well-being and addressing human rights concerns.
