House Bill 503 has been amended to require horse breeders to be members of the New Mexico Horse Breeders' Association in order to receive merit and incentive awards. This change ensures that only breeders who are actively participating in the association can benefit from these awards, which might help support the organization and its goals. Additionally, the bill addresses issues related to fiduciary bonds and the processing of award checks, aiming to streamline these financial aspects for all involved. Overall, these amendments aim to strengthen the horse racing industry in New Mexico by promoting accountability and support for breeders.
