Plain-language change summary

The bill has been updated to include a specific appropriation of $5 million from the general fund to support the establishment of an ongoing facilities condition index for public post-secondary educational institutions in New Mexico. This change is significant because it provides dedicated funding to assess and monitor the condition of educational facilities, which can help ensure that they remain safe and effective for students. Additionally, it clarifies that any money not spent at the end of the fiscal year will not revert back to the general fund, allowing for continued investment in these facilities.
