and WHEREAS, more than fifty thousand youths between the ages of five and eighteen participate in 4-H youth development programs statewide;
and WHEREAS, 4-H sponsors clubs in rural and urban areas e t 17 throughout the state;
and WHEREAS, 4-H youth development programs are diverse and help participants acquire important life skills, including leadership, responsible citizenship, critical thinking, problem-solving, decision-making, conflict resolution and communication skills, that directly contribute to the successful transition of young people into productive adults;
