Plain-language change summary

The updated version of SB 245 made a few adjustments related to severance tax bonds. Specifically, it clarifies when unspent funds from these bonds will revert back to the bonding fund, depending on whether the expenditure period has been changed or not. This change is important because it provides clearer guidelines for how long agencies can keep unspent funds, helping to ensure that money is used effectively and timely.
