The updated version of HJR 13 now includes a more detailed description of the specific areas within Bernalillo County where the United States will have exclusive legislative jurisdiction. The changes clarify that this jurisdiction applies to designated housing and facilities at Kirtland Air Force Base. This matters because it specifies the exact locations involved and reinforces the federal government's authority over laws and regulations in those areas, which can impact local governance and law enforcement.
