Plain-language change summary

The recently amended bill SB 217 introduces a new licensing system for buyers of in-shell pecans in New Mexico. It creates specific definitions for various roles in the pecan purchasing process and outlines the responsibilities of the New Mexico Department of Agriculture and peace officers. Notably, while the original bill proposed criminal penalties for pecan theft, the new version focuses on licensing regulations and penalties solely for violations of the licensing act. This change is significant because it aims to regulate the pecan-buying industry more effectively while streamlining enforcement measures.
