Plain-language change summary

The legislative amendments to Bill HB 86 primarily change the rules regarding the replacement cycle for school buses. The new version allows school districts to use buses that are over twelve years old if they pass annual safety inspections, instead of mandating their replacement on a strict twelve-year schedule. This change matters because it gives schools more flexibility to manage their transportation needs and potentially save money by using older buses that are still safe.
