Plain-language change summary

The revised version of Bill HB 68 establishes the Luciano "Lucky" Varela Opportunity Scholarship specifically for New Mexico high school students who need financial assistance to attend the New Mexico Military Institute. The bill outlines that the scholarship will be administered by the board of regents at the institute, who will determine the number of scholarships available each year. These changes are important as they aim to broaden access to military education for students who might not have considered this opportunity otherwise.
