In the latest version of Bill HB 1628, the total budget for personal services has been increased, raising the appropriation from about $15.46 million to approximately $15.73 million. A significant change also ensures that the funds designated for filling vacancies cannot be used to give current employees raises or promotions, which keeps salary increases tied to actual new hiring rather than existing staff adjustments. This aims to maintain a minimum salary for employees while ensuring that the allocated funds are used specifically to boost headcount. Overall, these changes could help create jobs while controlling salary costs.
