Plain-language change summary

The newly updated version of Bill HB 1615 increases the personal services appropriation from approximately $10.45 million to about $10.77 million, which means more funding is allocated for employee salaries. Additionally, the bill emphasizes that these funds can only be used to hire new employees and not to give raises or promotions to current staff. This change is important as it aims to ensure that the available budget is utilized to strengthen the workforce rather than inflate salaries, promoting transparency and responsible spending.
