Plain-language change summary

The recent amendment to Bill SB 3045 increased the budget allocation from approximately $26.18 million to $26.44 million for the fiscal year 2024, allowing for more funds to be used by the agency. It also clarified that any funds for employee vacancies should be used to hire new staff rather than adjust the salaries of current employees. This change is important as it aims to ensure that the added funding directly contributes to increasing the workforce, rather than simply raising existing salaries, which could benefit the agency's overall staffing and service capabilities.
