Plain-language change summary

The updated version of Bill SB 2187 now specifies that only veterans rated as having a 100% permanent service-connected disability or at least a 70% nonpermanent service-connected disability by the Veterans' Administration are eligible to purchase two motor vehicle license plates for just one dollar each. Previously, the bill included a broader language regarding any veteran, which may have led to confusion about eligibility. This change clarifies who qualifies for the discounted plates, ensuring that the benefit is specifically targeted to those with significant disabilities, which matters for focused support and resource allocation.
