The recent changes to Bill HB 1059 involve removing the language that indicated it was a "Committee Substitute," while additional redundant phrases relating to its official status were added. This streamlining simplifies the bill's presentation, which can help reduce confusion about its current form and focuses on the most relevant details. It matters because clearer language can make it easier for lawmakers and the public to understand the bill's intentions and provisions.
