Plain-language change summary

The amendments to HB 5394 include additional provisions that clarify the types of offenses eligible for record sealing. Specifically, the changes specify that offenses classified as Class A misdemeanors under the Humane Care for Animals Act and certain offenses that require registration under the Sex Offender Registration Act cannot have their records sealed. These adjustments aim to protect public safety by ensuring that more serious offenses remain accessible in public records. This change matters because it impacts individuals with these specific offenses, affecting their ability to move forward without a criminal record.
