Plain-language change summary

The updated version of Bill SB 3622 now requires that a bill making an appropriation from the General Revenue Fund must be available to the public on the General Assembly's website for at least four days before it can be voted on. This change aims to promote transparency by giving the public more time to review and understand these important financial decisions. Additionally, the revised bill removes a provision that allowed the legislature to bypass this requirement with a three-fifths vote, ensuring that the public has consistent access to information about appropriations.
