Plain-language change summary

The revised version of Bill HB 2414 introduces new provisions related to EDGE payments, which are incentives for businesses to create jobs in Illinois. Specifically, Sections 606 and 807 clarify that these payments are included under the Illinois Income Tax Act. The earlier sections related to community services, which required explanatory notes for certain bills, have been removed entirely. This shift emphasizes a focus on economic development rather than community service regulations, potentially allowing for a more straightforward path to job growth initiatives in the state.

In addition, the note shall include both the immediate effect and, if determinable or reasonably foreseeable, the long range effect of the measure.
The term "tax payment" means a payment as described in Article 6 or Article 8 of the Illinois Income Tax Act or a composite payment made by a pass-through entity on behalf of any of its shareholders or partners to satisfy such shareholders' or partners' taxes imposed pursuant to subsections (a) and (b) of HB2414 Enrolled - 3 - LRB096 03723 JAM 13752 b Section 201 of the Illinois Income Tax Act.
