Plain-language change summary

The recent amendment to SB 3249 specifies that any award of $250,000 or more in state funds for construction or professional services will require recipients to certify their adherence to minority, female, and disabled business enterprise practices. This is a shift from the previous versions that included contracts and appropriations more broadly and allowed for these certifications to be submitted later in the process. This change emphasizes accountability at the outset of funding agreements, ensuring that diverse businesses are prioritized from the beginning, which is important for fostering inclusivity and equal opportunities in state-funded projects.
