Plain-language change summary

The amendment to HB 613 adds a requirement for companies bidding on state contracts to collect and pay Illinois Use Tax on sales of tangible goods, regardless of their physical presence in the state. It clarifies the definition of "affiliate" to ensure that any related entities that could influence the bidding process also comply with this tax requirement. This change is important because it aims to ensure that all businesses benefiting from state contracts contribute fairly to state revenue, regardless of their location, helping to level the playing field and support local businesses.
