Plain-language change summary

The revised bill removes a specific requirement that the minimum fine for traffic offenses be equal to the amount of bail set by Supreme Court Rule 526. Instead, it establishes that the fine cannot be waived but allows the court to set the fine amount. This change matters because it gives judges more flexibility in determining penalties for traffic offenses, potentially allowing for harsher fines for repeat offenders or more serious violations.
