Plain-language change summary

The amended bill HB 4608 introduces a significant change to the governance of the University of Illinois by shifting from a nine-member Board of Trustees, appointed by the Governor, to a board consisting of seven elected members, along with the Governor and three student trustees. This change matters because it allows for more direct representation from the community and ensures that the voices of students are more actively involved in decision-making since one student trustee will now have a legally binding vote. Additionally, terms for these newly elected members will be staggered, leading to a more stable governance structure over time.
