Plain-language change summary

The amended version of Bill SB 2545 clarifies the definition of "recipient" under the Illinois Public Aid Code. It specifies that recipients include not only individuals receiving assistance for themselves but also nonrecipient parents who are receiving aid for their children. This change is important because it broadens access to benefits for families impacted by criminal convictions, ensuring that parents who cannot receive TANF aid due to their past may still receive support for their children. Such inclusivity can help reduce financial hardship for families in difficult situations.
