Plain-language change summary

The recent amendments to SB 3491 require that both State police officers and local law enforcement officers complete a specialized training program in death and homicide investigation before they can be assigned as lead investigators on these cases. Additionally, officers who complete this training will receive a certification from the Department of State Police or the Illinois Law Enforcement Training and Standards Board. This change is significant because it ensures that investigators have the necessary skills and knowledge to properly handle sensitive investigation cases, ultimately aiming to improve the outcomes of homicide investigations.
