Plain-language change summary

The bill SB 2044 has been amended to allow voters in various local government entities, such as school districts and municipalities, to adopt whistleblower protections directly through a binding referendum. Previously, these entities could only implement such protections via an ordinance or resolution. This change is important because it gives citizens a more direct role in promoting transparency and accountability in their local governments, empowering them to take decisive action if they want stronger whistleblower protections.
