Plain-language change summary

The updated version of SB 2148 expands eligibility for casualty-based grants to include not only Illinois National Guard members and residents affected by the September 11 attacks but also those who sustained injuries as a result of combat or related actions, including friendly fire situations. It also specifically mentions funding for families of affected service members. These changes are significant because they aim to provide financial support to a broader range of individuals and families impacted by the consequences of the September 11 attacks, ensuring assistance reaches more people who may need it.
