Plain-language change summary

The recent amendments to HB 583 create the Equine Rescue Assistance Fund, which will help support qualified equine rescue organizations with grants funded through various sources. Additionally, the bill adds certain exemptions to the Illinois Horse Meat Act, allowing horse meat that is properly labeled and processed in federally inspected facilities for sale outside Illinois to be excluded from regulation. These changes matter as they aim to support the welfare of horses while also addressing regulations related to horse meat production.
