Plain-language change summary

In the latest amendment to Bill AB 564, the eligibility criteria for adoption assistance for children with special needs have been updated. The age threshold has been lowered from 10 to 7 years for children considered special needs based solely on age, and the requirement for sibling groups has changed from three or more children to two or more that must be placed together. This matters because it expands the number of children eligible for financial assistance, helping more families cover the costs of adopting older children and sibling groups who need to stay together.
