Plain-language change summary

The amended bill (SB 1372) updates sections of Virginia's tax code related to college savings accounts and health care insurance deductions. It specifies that when ownership of a prepaid tuition contract or college savings account is transferred, the new owner retains tax benefits associated with that account. This change is important as it clarifies how tax deductions and benefits can be passed on, potentially making college savings more accessible for families and encouraging the use of these financial products.
