Plain-language change summary

The amendment to Bill HB 2173 removed a section that detailed specific funding provisions related to state general funds and certain financial obligations for educational institutions in Virginia. This change simplifies the language around how institutions manage their funding and the conditions under which they may receive state support. It matters because it could affect how educational institutions plan their budgets and respond to changing financial needs, potentially impacting their ability to address faculty salaries and operational costs more effectively.
