Plain-language change summary

The recent amendment to HB 1751 clarifies that specifically issuers, acquirers, or account holders can sustain financial losses due to certain offenses. This change narrows down the parties eligible to claim such losses, ensuring that only those directly involved in the financial transactions are recognized. This matters because it helps to define accountability and may streamline how claims related to financial losses are handled in legal contexts.
