Plain-language change summary

The recent amendments to SB 190 clarify the distribution of funds from racetracks that have been part of the West Virginia thoroughbred development fund since before January 1, 1999. Specifically, they ensure that a portion of the net terminal income will go to the Tourism Promotion Fund, amounting to three percent. This change is important because it solidifies financial support for tourism initiatives, potentially boosting local economies and promoting attractions linked to horse racing.
