Plain-language change summary

The updated version of HB 5281 clarifies that the rules needed to implement the bill can only be created for specific sections (11 and 12), ensuring that the rules are necessary and focused. Additionally, it now states that the act applies to consumer and commercial litigation financing agreements that are made on or after the effective date, removing any ambiguity about when the law applies. This is important because it helps prevent misunderstandings and ensures that the new regulations are applied correctly from the beginning.
