Plain-language change summary

The bill has been amended to include a provision that allows the engineer in charge of a highway project to prohibit the use of specific subbase materials if they believe it would negatively impact the project. This change ensures that while there is a list of approved materials, the decision-making remains flexible and site-specific, helping to avoid potential construction issues. This matters because it balances standardization with the need for engineering discretion, ultimately aiming for safer and more effective highway improvements.
