Plain-language change summary

The recent amendments to Bill HB 4161 include the addition of definitions for "scleral tattooing" and regulations surrounding the use of dyes or pigments in tattooing. Notably, the bill now explicitly prohibits scleral tattooing, a practice that involves marking the human eye, which raises health concerns. This change is significant because it enhances safety regulations in the tattoo industry and helps protect public health by preventing potentially harmful practices. Additionally, some terminology related to tattooing was refined to clarify existing guidelines.
