Plain-language change summary

The amendment to Bill HB 2003 postpones a tax credit eligibility date for businesses expanding in Virginia from January 1, 2020, to July 1, 2022. This change is significant because it gives businesses more time to establish or expand their operations and still qualify for the tax incentives, potentially encouraging economic growth and job creation in the region. Additionally, the language clarifying what constitutes a "new, permanent full-time position" remains, ensuring that only significant job additions are rewarded. This focus on substantial hiring over temporary or transferred roles helps promote genuine employment growth in the Commonwealth.
